I found this fact sheet.....here. It seems to suggest that Black Bream only live naturally from WA to Victoria. The only references to Black Bream hatcheries that I could find were for those in WA and SA.

Sorry about the Spelling , Black Bream my big fingers hit Q & A at the same time. But you where all smart enough to get what I mean.
Black bream in Qld is the term used to described the Grunters. Three of the black bream - Bancroft's grunter, Sooty grunter and Black grunter grow to about 600 grams and nearly all look the same and are good eating. Then there's the infamous Hill's grunter - local name - Leatherjacket.
Ausyfish mention Sooty grunters on their website but nothing under fingerling prices. May be worth a phone call or email them.
