    sick tomato plants

Aloha from the GARDEN ISLAND of KAUAI!
My tomato leaves have some kind of disease , I did some research and I found that it might be BACTERIAL SPECK and LEAF MINER LARVAE, I wonder if any of you have seen this problem with your plants?. What is the best way to treat it?
I have a DWC system, I'm posting a pic to show the problem.
    Please help
