I saw on the DVD that you should have the growbeds covered, can anyone offer advice on what to use to build a greenhouse with that isn't expensive?
Also is it necessary to have a sump?

A cover is not essential, but desireable.
Some people have great success without cover, but depends on climate.
Outbackozzie, is in Kal, and his system is a bumper, and has no cover.
Cover over your fish tanks and any sumps will help keeping algae growth down, and that is a good idea, beds, depends on shade, plants you want to grow, etc.
Sump requirement, depends on the size of the system, and the way you want to configure it. For example 1-2 bed systems generally gravity feed back to the FT such as my single bed pictured below...
Water is pumped up to the grow bed, and then gravity feeds back to the same FT.

With that amount of rain, you are probably going to want some sort of cover, even if it is only shadecloth - a heavy downpour can be pretty hard on new flowers etc.
Fish Grown Out - 45 Rainbow Trout, 500 - 820g each.
Fish In Tank - 0 Black Bream, 800 Silver Perch, 150 Rainbow Trout.
